The Assam e-District Project is part of the National e-Governance Plan and is
managed by the Information Technology Department of the Government of Assam.
It's all about making it easier for people to interact with the government.
The main focus is on services that the government provides directly to
citizens.
The big idea is to make sure citizens have a good experience when they use
government services. This project covers all 27 districts in the state. They
want to make sure that people can easily access government services online and
also through local centers like Arunodoy Common Service Centres (CSCs) and
Public Facilitation Centres (PFCs) at different administrative levels.
The goal is to provide services to citizens in a way that's efficient, clear,
and dependable, and doesn't cost too much. They've set up Public Facilitation
Centres (PFCs) at different levels, like district, sub-division, and circle,
and Arunodoy Common Services Centres (CSCs) for service delivery in villages.
This electronic system is meant to make services smoother and more efficient
for the benefit of the citizens.
Primary Goals of e-District Assam, ই-ডিষ্ট্ৰিক Assam
The e-District project makes smart use of the current setup, including things
like the State Data Center (SDC), State Wide Area Network (SWAN), State
Services Digital Gateway (SSDG), Common Service Centres (CSC), and other tech
facilities the State has set up. It blends all these things together with the
e-District Mission Mode Project (MMP).
Plus, it brings in online applications from different departments that already
give services directly to citizens. The main aims of the project are to make
services better and faster, improve the skills of the people in the field,
make services easy to access and trustworthy, cut down on the time and money
services take for both the Government and citizens, and make the Government
look good overall.
Technical Aspect of e-District Assam, ই-ডিষ্ট্ৰিক Assam
The way the e-District system works is like building blocks, using a design
called n-tier architecture. It talks to other systems using common internet
protocols like HTTP, SOAP, and XML, so everything fits together smoothly. The
part of the system that handles services from the Government to citizens is
built with Java and you can access it on the web.
All the action happens at the State Data Center (SDC). The software there
organizes services based on the jobs and access levels of different people,
both at the State and District levels. The e-District application has
different features in its core, like workflows that make it easy for different
levels to approve things when citizens ask for them.
It also checks if citizens are who they say they are using Aadhaar/NPR,
supports digital signatures with PKI (Public Key Infrastructure), lets people
pay directly with credit/debit cards or net banking, sends updates to citizens
through mobile services, and even has interfaces in local languages to make
things easier for everyone.

Nationwide, the e-District project focuses on five main types of services,
including Certificates, Government Dues and Recovery, Revenue Court Cases,
RTI/Grievances Cases, Certified Copies, and Pensions. For the State Wide Roll
Out, the State Government has added five more service categories.
